Skills and Knowledge for Neighbourhood Renewal: evaluation of NRU Skills and Knowledge Programme
Evaluation of the Skills and Knowledge Programme, established to support learning and improvement in the implementation of the National Strategy for Neighbourhood Renewal. Covers, eg, the strategic roles of the NRU and Government Offices, Renewal.net website, Neighbourhood Renewal Advisers and regional regeneration networks. Project being carried out by EDuce with University of Cambridge (Department of Land Economy), Makesfive Ltd, GFA Consulting and Sharp End Infoseek.

Smarter Partnerships 

Website - www.lgpartnerships.com - to help users improve partnership skills and performance. It contains 
   interactive tools to assist individuals, cross-agency teams and partnerships assess both (i) partnership development and (ii) individual and team learning needs
    on-line resources: case studies and links to help users address learning needs and improve partnership working

Smarter Partnerships is unusual for diagnostic tool, in that not only does it help the user clarify their needs, but it also provides practical suggestions for actions to take.

We developed the site for the Local Government NTO/ Employers Organisation for Local Government (project funded by DfES), and continue to produce site updates and occasional new materials. The project followed an earlier research project for LGNTO reviewing the 'state of the art' in analysing skill requirements for joined-up working and emerging practice in meeting such needs.

We have also made presentations and run workshops linked to Smarter Partnerships, eg, for Bedfordshire Strategic Service Delivery Partnership, Essex County Council General Scrutiny Committee and the Home Office Immigration and Nationality Department..  

 

Local Strategic Partnerships: Skills and Performance Improvement
Series of projects relating to improving partnership performance, including workshops on LSPs and performance management (eg, for GO East and South Bedfordshire LSP) and input to Makesfive project for IDeA on LSPs and Performance Management.

Review of the learning and development needs of LSP board members in the West Midlands (for GOWM, with GFA Consulting)

  Local Area Agreement Induction Pack
   Aimed at for Government Office West Midlands staff (with GFA Consulting), pulling together national guidance and describing roles, drivers and constraints of key partners in LSPs and LAAs. 
 
'Changing Practices: Guide for Employers in Regeneration Areas'
Case study-based guide reviewing how employers are adapting their mainstream business practices to bring direct benefits to their companies and to disadvantaged communities where they are based. (Project with Cambridge Economic Associates for the British Retail Consortium and the Neighbourhood Renewal Unit.)

Skills for Regeneration: Community Champions
Research project for DfES investigating the skills and knowledge needed and gained by local people in promoting small-scale regeneration, and what they learn through taking part in the Community Champions programme. (With The Sharp End Group)

Partnership Skills Training for Local Learning and Skills Councils
Partnership skills training for Local Learning and Skills Councils (Kent & Medway; Gloucestershire), involving needs research, programme design and delivery, follow-up evaluation. (With Makesfive ltd)

Developing Robust Relationships between RDAs and Sub-Regional partnerships 
Review of relationships between SEEDA (South East Economic Development Agency) and the 11 South East Economic Partnerships) to identify improvements and set up partnership agreements, in context of new core funding from SEEDA. We subsequently facilitated a review to assess progress and mutual benefits.

Good practice guide drawing on the experience of six Beacon Councils under the 'Fostering Business Growth' strand (for Local Government Association and IDeA).

Regional Compact for Learning and Skills
Research and development project for SE LLSCs and RAISE (regional voluntary sector network) investigating progress being made by LLSCs and voluntary/ community sector against the key messages in the 'Mutual Advantage' report (see below) and facilitating the setting up of a compact and action plan relating to strategic engagement of the sector in the regional learning and skills agenda. 'Mutual Advantage: Working with Voluntary and Community Organisations on Learning and Skills'
Action research and case studies voluntary and community sector involvement in learning and skills, to help strengthen the sector's role in partnership with Local Learning and Skills Councils. A DfES Education and Training Development Agenda project, with Hampshire TEC, Sandwell TEC and Wigan CCTE.

Working with Local Strategic Partnerships
Our work on Local Strategic Partnerships includes:

  production of "Working with Business in LSPs" guide for Business in the Community, Local Government Association and British Chambers of Commerce, and an accompanying booklet on why business should get involved

  workshops on LSP development for the East of England Local Government Conference and for GO-East -  on topics including quality models and stakeholder engagement

 

Business Partnering
Key part of team delivering an ESF project to maximise the benefits of collaboration for SMEs: collaboration between businesses and with the public sector. (Project partners: SEEDA, Learning and Business Link Co Ltd, Hampshire TEC, Surrey TEC; collaborators: the Learning and Business Observatory, Makesfive ltd)

Training programme for trades unionists involved in economic development, regeneration and learning partnerships. Run in four TUC regions. Covers partnership working, policy developments and good practice in strategies, project development and evaluation. You can download an article from 'Local Work' about the pilot. 

Series of regional workshops for TUC/ DfES to brief trades unionists on the Learning and Skills Council and prepare to apply for board membership.

Research and facilitation support for North West TUC, mobilising trades union inputs to the North West FRESA (Framework for Regional Skills and Employment Action) and review of the Regional Economic Strategy.

 

Capacity Building for Voluntary Organisations on Learning & Skills

Review of partnership requirements, skills and competencies for local authorities working on cross-cutting issues (covering policy context; literature review; identification of training provision and innovative approaches; review of potential of national occupational standards)

Colleges and Partnership Working

Setting Up an Anti-Social Behaviour Team
Research into functions for a new Anti-Social Behaviour Co-ordinator and 'problem solving' team in the Public Protection Service, LB Redbridge. 

Tottenham Jobspur
Project development and subsequent evaluation of joblink project which places Tottenham residents in jobs outside the area (SRB/ Tottenham Territorial Employment Pact).
